战后的日本格局混乱，黑道横行。盘踞关西大阪的淡野组通过各种非法勾当不断壮大，并开始蚕食周边。经过几次战争，淡野组一统关西，随之开始了进军关东的计划。为对抗入侵者，东京周边的黑社会团伙组成了关东联合会阻击淡野组。在此期间，淡野组•滨中组和关东联合会•樱田组发生接连发生一系列小规模的代理战争。
