小悟空和小林在龟仙人的指导下展开常人无法想象的艰苦训练，他们也得到回报，武功突飞猛进。为了验证本领，龟仙人决定带他们前往米饭帝国参加武术大会。米饭帝国是一个强大的国度，皇上饺子天真无邪，却受到邪恶的鹤仙人及其弟弟桃白白控制。为实现野心，鹤仙人绑架皇帝的爱妻，谎称可以呼唤神龙来实现愿望，实则为乐实现自己的野心。米饭帝国倾一国之力四处寻找龙珠，致使民不聊生。另一方面，布尔玛等人寻找龙珠过程中遭到米饭帝国军队袭击。各方势力为了龙珠而汇集到米饭帝国的首都，正邪大战在所难免……
