电影讲的是法国的司法改革，为了显示司法的公正性，法国政府改革了开庭形式。20个从法国各地各行业邀请来的人成了新式法庭的临时法官，审判的是一个没有犯罪的罪人，为了爱情她甘愿受到惩罚。在审判期间，每个临时法官的生活都起了很大的变化，最后对“罪犯埃尔莎”的判决更是难上加难。影片让我们清晰的了解了法国司法改革的全过程，把50年代的法国风貌很好的展示在我们的眼前。。
