俊英・伊兼源太郎による渾身の続編小説「ブラックリスト 警視庁監察ファイル」「残響警視庁監察ファイル」の2作を原作に、前作よりもさらにスケールアップしたエンターテインメント作品として制作する。主演を務めるのは前作に続き松岡昌宏。前作から2年後のジンイチを舞台に、監察係の主力となった佐良正輝（さら・まさき）が、警察組織全体を揺るがす“組織の陰謀”と対峙することになる……。さらに、前作最終話で明らかにならなかった謎も、本作ではついに明かされることとなる…！。Detective Murdoch finds that the man behind a flying machine that crashes in Toronto is none other than his old nemesis, James Pendrick.
