在日本国民航空迎来成立35周年庆典之际，该公司飞往大阪的123次航班在群马县坠毁，520名乘客与机组人员罹难。在此之后，恩地元（渡辺謙 饰）和好友行田四郎（三浦友和 饰）所领导的工会向推诿塞责的公司高层发起质疑。虽然他们的斗争取得胜利，但是很快便遭到了报复。恩地在之后的十年内，不断被流放海外；而八面玲珑的行田则一步步高升，担当了重要职务。曾经的工会四分五裂，国民航空的腐败黑暗气息久久不散。直到七年后，又一次惨痛的空难发生……
