To get a start in his new duty, he shops for a watchdog| and he buys an untrain...。城北大学学生·筑波洋在练习滑翔机的时侯帮助了被不明组织追赶的改造工学者·志度博士。博士曾是与企图征服世界的组织·新修卡的合作者，但由于组织的残忍做法而令博士的良心受到谴责，从而选择逃离新修卡。洋为了匿藏博士而被新修卡的怪人打至垂死。博士为了救活洋而回到了新修卡，并把洋改造为改造人。 复活后的洋与博士一起逃离了新修卡。而为了保护人类，洋变身了，博士将变身后的洋称作“假面骑士”。。
